Certification
I
hope there are a lot of you planning on sitting for one of the certification
exams that are being offered. The ALS, PLS and PP exam are being offered
September 24, 2005. The application had to be postmarked by August 1st. If
you missed that, don't worry!!!!! The exams are being offered again on March
5, 2006. That gives you plenty of time to study. AND the Certification
Committee is hosting a Cram Session for the PLS and PP at the Winter Board
meeting in Austin in February. It will be very informative, so make plans on
attending if you are going to be sitting for the PLS or PP certification
exam in March.
Please visit Texas ALP's website at texasalp.org. There are CLE
opportunities. Right now a quiz is posted made up of questions from articles
in the Docket. Also, there is a quiz that is posted on the website on the
subject of ethics.
Good luck to all of you sitting for any of the certification exams in
September.
If
I can help you with anything, please email me at licking@kempsmith.com.

Are You a Team Player?
Submitted by:
Cheryl Moseley, PLS, CLA, TSC
Vice President/Membership Chair
The campaign to the Super Bowl has begun!
Our Texas teams are handing out their gear, practicing, and suiting up for
the big showdown at the 2006 Annual Meeting . The 2005-2006 membership
campaign, "Super Bowl Bound," seeks to involve all of our members as we
focus on retention this year. Members are cheered on by their local head
coaches, fellow members and the Texas ALP league managers.
From May 1, 2005, through August 31, 2005,
we have been in the Pre-Season Training Phase as everyone learns the rules
of the game and plans their strategy for the year. There are several teams
battling it out on the gridiron and the scores are beginning to add up.
Offensively, there are some teams pushing down the field to score while a
few teams are playing defensively and planning their strategy for the next
phase of the campaign. League play begins September 1, 2005, and ends
December 31, 2005. If you're not already in the game, ask your head coach
(local membership chair) how you can contribute to your team.
Join me in El Paso, September 16, 2005, to
find out which teams will be presented with TALP bucks to be used for Texas
ALP finance items or discounted registration fees to the Winter board
meeting.
Remember, any first timer attending a
Texas ALP meeting earns a point for their team! Your team needs you! Spread
the word, suit up, get in the huddle, and put your team's score on the
board!
As always, please feel free to call
(214-880-1845) or email me ( cmoseley@qsclpc.com)
anytime. I hope to see you in El Paso!

From
Your Parliamentarian
“Postpone Indefinitely” versus “Lay on
the Table”
To postpone indefinitely is a motion to
kill a main motion. It avoids a direct vote on the question on the floor.
It can be used to test the strength of a motion. It was designed to prevent
a direct vote on a question that might be embarrassing.
To lay on the table is generally
misunderstood and misused. The motion is frequently made that the group
“table the motion” with the intent that the group clear the floor and fed
rid of the motion. To lay on the table was designed to set aside a question
for something more important, such as the arrival of a speaker. Because
this motion has the highest rank, it cannot be amended or debated.
Lay on the table is out of order when
used to kill or avoid dealing with a measure.

Strategic Planning and What This Committee
Has Been Doing Since the Annual Meeting!
Governance: The Governance Task Force has been hard at work reviewing
and analyzing the Survey Results on voting issues. As a reminder, we asked
for your comments on voting vis-à-vis the following items: budget, bylaws
relating to governance, bylaws relating to member rights, dues change, name
change, site selection, standing rules, and election of officers. As you
can see by the variety of topics, narrowing down the results was no easy
task. The Task Force met on a Saturday in Dallas to discuss the survey
results, which comprised over 100 different responses. We narrowed down the
issues, based upon those responses, and prepared proposed Bylaw and Standing
Rule Amendments to present during the Winter Board Meeting in February
2006. We think everyone will be pleased with the results of our efforts.
Strategic Planning in General: As you already know, Strategic Planning
for Texas ALP is vital for our organization to continue to grow and
prosper. In this regard, the Strategic Planning Committee wants your help!
What do you think Texas ALP does best? What could Texas ALP do better?
What should Texas ALP abandon? What are you, the member, passionate
about?
We
want to hear from you! Feel free to contact any of the members of this
committee:
