The Texas Institute for Specialty Certification is a nonprofit corporation composed of legal support professionals who are committed to the delivery of quality legal services, utilizing specialty certification to evidence a higher standard of proficiency and professionalism for legal support staff.

Nine members of the Institute make up the certifying board, which develops and administers specialty certification exams and certifies examination results. The remaining four members of the Institute serve as functional directors.

The legal industry faces challenges daily, including increased litigation, rapidly changing technology, greater client expectations, and rising costs of overhead.
